The Regulatory Subcommittee of the Association of Cryptocurrency Enterprises and Start-ups Singapore (ACCESS) serves as a bridge between the Monetary Authority of Singapore (MAS) and the blockchain industry, fostering a balanced ecosystem that supports innovation and compliance. The subcommittee spearheaded numerous regulatory consultations and engaged with key stakeholders to refine guidelines impacting hundreds of members.
Through workshops, consultative-led drafting and collaborations with regulatory authorities, the subcommittee has enhanced clarity on complex regulatory issues while advancing sustainable growth in the digital asset space. Looking ahead, it will focus on cross-border regulatory harmonization, deeper regional collaborations, and facilitating more consultations with MAS to simplify compliance for industry participants.

Collaboration and Innovation Subcommittee

The Collaboration and Innovation Subcommittee is focused on driving innovation through an ecosystem-led approach and advancing policy development within the blockchain and crypto ecosystem. By bringing together a diverse range of stakeholders—including industry leaders, innovators, academia, media, and regulators—the subcommittee drives pioneering projects, facilitates knowledge sharing, and champions forward-thinking solutions that explore the boundaries of blockchain technology, with a strong focus on open governance models and policy development centered around open-source protocols.
In 2024, the subcommittee showcased ACCESS’s commitment to innovation, technology governance, and policy advancement through several key initiatives. These included the APPACT outreach program, which raised awareness on cybercrime prevention, a thought leadership panel on institutional adoption of crypto ETFs in collaboration with Blockdaemon, and community partnership activations at major events such as Southeast Asia Blockchain Week, Point Zero Forum, TOKEN2049, and the Singapore FinTech Festival.
Looking forward, the subcommittee is expanding its efforts by establishing working groups dedicated to education and policy innovation, addressing critical topics such as Decentralized Finance (from stablecoins to staking), and sound technology governance standards. The subcommittee actively monitors deep tech trends, offering actionable insights and recommendations to policymakers while supporting groundbreaking blockchain projects and fostering collaboration among members.
Through these initiatives, the Collaboration and Innovation Subcommittee continues to position ACCESS as a catalyst for progress, advancing the blockchain ecosystem with creativity, collaboration, and strong leadership in policy development.
Compliance Action Task Force (CATF)

The Compliance Action Task Force (CATF) is a subcommittee of licensed ACCESS Members. The goal of the CATF is to create an information and knowledge sharing network for our members to:
ACCESS will also invite representatives from the Singapore Police Force, Commercial Affairs Department and Monetary Authority of Singapore in this monthly workgroup.
The representative of each company participating in the CATF should ideally be the compliance manager or the person playing the role of compliance officer. As PSA applicants are not allowed to have third party vendors as their compliance officer, we regret that such representatives will not be permitted to participate in this workgroup.

ACCESS Digital Asset Management Subcommittee (ADAMS)

The Asset & Digital Asset Management Subcommittee (ADAMS) is a member-led initiative under ACCESS, dedicated to advancing responsible digital asset management practices in Singapore. The group brings together the institutional ecosystem comprised of asset managers, banks, exchanges, brokers, custodians, and industry experts to develop practical, principle-based guidance for managing digital assets with fairness, resilience, and clarity.
Structured around focused working groups, ADAMS tackles key issues such as product issuance, AML/CFT standards, custody, derivatives, and conflicts of interest, amongst others. It also acts as a platform for industry dialogue through roundtables, panels, and member engagements.
ADAMS promotes peer collaboration and policy advocacy while exploring long-term initiatives like education and certification programs to support industry professionalization. In a rapidly evolving landscape, ADAMS helps members align with best practices and shape the future of institutional-grade digital asset management in a way that serves both the ecosystem and the public interest.
